The main EU and European NATO states are the previous colonial powers - Britain, France, Spain, Portugal, the Netherlands, Denmark, Belgium, Italy and Germany.

In December 2009, British Foreign Secretary David Miliband and French Foreign Minister Bernard Kouchner confirmed the EU’s role in supplementing US and NATO arms and military involvement in the South Caucasus.12.
